The Treasurer shall be the financial agent of the Florida Division and the registered agent of the Corporation. She shall receive all money of the Division, General per capita taxes, and projects of the United Daughters of the Confederacy. She shall deposit all money received in the name of the “.Florida Division” in such banks insured by the FDIC. The amount deposited in any one (1) institution shall not exceed the maximum amount of insurance coverage.
She shall disburse, upon the order of the President, money for authorized expenses, and restricted funds according to their purpose with the approval of the President. Checks shall be countersigned by the President.
She shall provide the Division President and the Chairman of the Finance committee with quarterly reports of all money received and disbursed. The report shall include copies of all bank statements for that quarter. Should she fail to make these reports for two (2) consecutive quarters, the President shall relieve the Treasurer of her duties, receive all financial records within seven (7) working days, and with a two-thirds (2/3) consensus of the Executive Committee appoint her replacement. If extenuating circumstances such as illness, death in the family, etc., prevented her submitting these quarterly reports, the President may take the circumstances under consideration and shall with a two-thirds (2/3) consensus of the Executive Committee, appoint an Assistant Treasurer who shall carry out the Treasurer’s duties until the Treasurer is able to resume her office.
The Division Treasurer shall send remittances to the Treasurer General every thirty (30) days, and special General Funds for General projects shall be remitted within thirty (30) days after being credited in the Division.
The Division Treasurer shall send to the Treasurer General by March 1 of each year the General per capita taxes received from the Chapters, and names of all members, except new members, upon whom tax is paid.
On March 1 of each year she shall notify each Chapter of any taxes in arrears, reminding the Chapter that unless the full amount of arrears is paid by June 1 to the Florida Division Treasurer so that she may remit same to the Treasurer General by July 1, such Chapter shall be denied representation at the Annual Division Convention and the Annual General Convention.
By April 15 of each year she shall notify Chapter that contributions for General and Division are due by May 15.
Bonds and securities of the Division shall be kept in a safe deposit box designated as a depository of funds, such box to be rented in the name of the “Florida Division United Daughters of the Confederacy” per the Division Treasurer.
The Treasurer shall keep a list of all scholarships and information for awarding them in a current file with a copy in the files of the Second Vice President.
The Treasurer’s books shall close June 30 and all monies received after that date shall be credited on the following fiscal year. The Treasurer’s annual report with the books shall be sent to a certified public accountant at least thirty (30) days prior to each Convention for a review in odd years and a two (2) year audit performed in even years.
She shall submit a report to the Annual Division Convention.
